something i only played while bored at an airport.  how people dedicate their time to it baffles me.

Back when our school still used windows 95 on some of the shop computers used for keeping inventory, we would change all the shutdown screens to say "go fuck yourself" in huge red letters.  It was as easy as finding the image and changing it.  We came in one day to all of the computers covered with black plastic bags.  We asked the shop teacher what the hell was going on and he said "someone hacked these computers we have no idea how to fix it."

For both CPU and GPU I will get the highest stable OC I can get with minimal or no voltage increase, and then leave it there. 
Back when I had my R9 290x I got lucky, I managed a 1080mhz core overclock (1000 stock) and a 1400mhz memory overclock with zero voltage increase and only a 15% boost to power limit.  It stayed stable without thermal throttling for about 6 years until I retired it for my 5700.  It now lounges at stock clock speeds in my HTPC in the living room.
 

I do a combination of 1 and 3, I spend a few days overclocking my cpu and gpu, get them stable, and just leave them alone and don’t mess with the overcklock after that. For ram I have never bothered over clocking it, I just enable XMP and call it a day.

I feel like they'd probably not see any significant difference.  When you get to coolers of this quality, it comes down to aesthetics of a water cooler or function and price of an air cooler.

Are you going to bother telling us what components you used and what diagnostics you've already done before posting or do we get to play the guessing game.

This can't be said enough times.  I really hope they don't pull this stupid of a move.

AMD hype is about as trustworthy as the dude that sold Jack the beans. 
 
I highly, highly doubt that we're going to see that kind of performance gain. It's also a bad sign to see rumors of the card having 16GB of VRAM. It's unnecessary and is going to inflate the costs of the card without giving most users any real advantage. It's almost like AMD doesn't want to succeed. 
 
As I've said before, I fully expect this card to get tons of hype, and then get pissed on by Nvidia yet again. 

You need to use DisplayPort, G-Sync monitors are limited to 60 Hz over HDMI.

Wasn't there an issue with the cooler on this card having poor contact with the chip/vrms?  Even if there wasn't, I wouldn't buy this over a 5700xt which in the USA is around 400-450.

Worth it for some, but FineWine™ won't work on the VII since it's already being killed, and power draw is pretty thicc

I dont think anything is wrong, those are actually pretty decent framerates for a gtx 745.  That i7 is getting up in years too but it's definitely not the bottleneck as of right now.
 
Basically, that GPU is an older card that was even at the time barely entry level for gaming.

It's fine.

90C with no overclock is fairly high under load I'd be expecting more like 70-80c. I'd first be checking fan curves and make sure you're reporting functional pump speeds.
I've read a lot about bios issues with newer AMD boards, so after making sure your pump is running at the right speeds and your fans aren't running too slowly, if you're still hitting high temps I'd be looking at voltages and if they're normal I'd be checking for BIOS updates just in case.  I don't think it's a mounting issue because idle temps seem totally normal.
