You should replace the PSU to something a bit cheaper like a CX450M to afford better memory for a Ryzen system since it is heavily depended on memory.

Have it at dual channel with 2x4gb would be better route if who bought won't be touching it any time soon, of at least 2666mhz if you're willing to overclock it yourself to 2933mhz.

This makes a lot of difference to his CPU horsepower enabling to him freedom to grab a 2070 and still being able to use the PSU.

I mean I actually am using a TX650M right now for a build that sucks way more juice.

About your question the only easy way to do that is if you mod an .iso which is too much work to be justified someone being lazy to go to those websites download the launchers.

Look into SysPrep. It's built-in Windows.
    https://blogs.technet.microsoft.com/danstolts/2014/05/how-to-sysprep-sysprep-is-a-great-and-powerful-tool-and-easy-too-if-you-know-how-step-by-step/
This is how Dell, HP, and so on prepare a system for sale. They install Windows, install drivers, install and configure what is needed, and execute Sysprep. Then make an image, and mass deploy the image to each machine that is built on the production line.
