    That quote regarding the stock in the UK was immediately put into question on reddit. No conclusive evidence either way but I'd say it's more speculation that fact in any case.

    3950X launch hasn't had huge numbers of chips available, but I'd hardly call that a "failure". As long as demand outstrips supply, it's a good tech product launch. It does sting a bit if you miss out on the first batch, admittedly.

    If we're going to start being upset at companies for not having stockpiles of product on hand for every launch, let's just be upset evenly regardless of who does it. And at least a little glad that this wasn't a pure paper launch.

    You don't remember the first dual core CPUs in the mid 00s, do you?

    Or just generally how CPU performance went until Intel hit the clock speed wall and suddenly we had to care about how much power we threw at our CPU.

    Has it been confirmed that the 3700X and 3800X hit similar frequencies when you do this? From what I've read/recall, the 3800X is a much better binned die and generally clocked better than the 3700X, but I don't know for sure if that was with similar power limits.

    So lots of easy jokes about how Kaby Lake-X was a horrible idea and a great example of how Intel's marketing team isn't always the brightest. But, does this mean that you can't use a Kaby Lake-X chip to update the bios on say, the new board you bought that didn't get an update for Cascade Lake-X out of the box since it had been sitting around on the shelf for a while? Or can you update it but as soon as it updates you can't use the old chip anymore? That's kinda the only valid use of one of those chips now, kinda like the <$50 Athlons on AM4.

    Ultimately not actually big news. As fun as it is to go "Hey look, Intel motherboards are having the same problem as AMD motherboards!", Kaby Lake-X was "very niche" at best and I doubt they moved many of them. For that one person out there that's been sitting on a full X299 platform and a quad core waiting for something like the new price cut specials, good luck with your bios update.

    EDIT: For clarification, this is not an Intel mandate as far as I know, it's just an issue of space on the BIOS/UEFI chip. So just like with the AM4 platform, it's hit or miss depending on how big that chip is and who your MB vendor is.

    TL;DR
    Gigabyte achieved a 4.3GHz all core OC 1 hour P95 stable @ 1.4v (4.4ghz R15 stable) This suggests that those juicy 3800X dies are in fact being set aside for the 3950X... or Gigabyte was using a well binned chip. They cooled this using an EK "EK-KIT" P360 and maxed out around 100c. The EK-KIT is basically a custom CPU only 360mm loop. The Tom's article somehow interprets this as "the 16-core Ryzen 9 3950X is as easy to cool as an 8-core part." somehow. It's still a very hot chip. The 3950X scored 3932 stock CB R15, 4384 points at 4.3GHz w/ XMP, and 4475 at 4.4GHz Fast scores, but a short benchmark that favors AMD. Still, these scores are in the ballpark of the 2990WX and 7980XE (and refreshes).  
    Personally I'm curious as to if this is NDA'd, Tom's historically isn't the kind of place to break NDA. Motherboard manufactures like to leak things but not usually like this. I'm also a bit skeptical about this information being posted without third party reviews. Although it was much different, I'm reminded of the AMD PBO video that alluded to 4.75GHz core speeds. This is obviously much more direct, but I wonder if it was intentional. To grab attention away from Intel's two stage paper launch of the HDET price cut chips perhaps?

    Translation: "If the 3950X is delayed, I'm going to be very upset!"

    Delays in tech are nothing new, hell Intel's 10nm delays have been a MUCH bigger deal and they're still doing just fine (even if their CPUs suck). AMD themselves is no stranger to delaying entire product lines. The K5, K6, A64, I think Phenom was delayed at some point too.
     
    You wouldn't happen to be able to post the part of the article where it refers to the specific nodes in question? I don't know what the forum rules are regarding posting info from behind paywalls.

    du -h --max-depth=1 is good for finding where all that data is being used. There's also good ol k4dirstat since you're in a gui. Be careful running du from the root dir, it'll run through /proc and throw a bunch of errors that gum up the output.
     
    Try and knock a few hundred MB out and see if df shows a difference.

    This is all also assuming you don't just have a full trash bin somewhere.

    Just wanted to quote this to make sure it gets seen. Thermal Junction != Thermal Design Power.
     
    TDP is a measurement of how much heat the chip can put out in regular use (typically measured in Watts), or how much heat a cooler can adequately dissipate. TDP is also very vague and should only be used as a very rough rule of thumb, much better to reviews of someone testing X chip at Y settings with Z cooler if you're curious about performance (or noise).
     
    Back to the original post, the fans turn off when the GPU is cool enough. If the card is working correctly, the fans will turn back on when the GPU gets above a set temperature. All of the modern CPUs/GPUs I can think of will throttle and then shut down as temps rise. It's impossible to "get the magic smoke out of the chip" from overheating now, stuff like that went away many years ago.
     
    No reason not to throw it in the PC, fire up a temp monitor program, game for a few hours and see how it goes. I suspect it will be perfectly fine.

    To answer the question in your title, if you want to use KDE then yes, the easiest option is to use it with a distro that has KDE installed by defualt, such as Kubuntu.

    To answer the question in your post, if you don't want to use standard Ubuntu with Gnome, there are many variants with different DEs. Which one you prefer to use will ultimately come down to personal taste. I'm very familiar with XFCE and thus use Xubuntu.

    Most major distros now will also allow you to live boot from an ISO image (Typically written to a USB drive) which makes trying out different distros either in a VM or on bare metal very easy.

    Best to think of it as being in a candy store with a pocketful of cash. Set aside a few hours to try out a bunch of different stuff and see if there's anything that you like more than the others.
