Use compressed air first, then a soft ESD safe brush, then use 99% iso and a qtip/coffee filter as needed to clean the rest. Make sure you don't press hard and wipe as you may start breaking off SMDs

i use an soft brush to take the most of it, then a qtip with alcohol to finish the job.

What is on the PCB?
Residue? Dust? Stickers? Thermal Paste?

I would say use 99%iso with a qtip just like everyone else said.
almost looks like some type of liquid.
Speculation but maybe whoever owned it before had an AIO or smthn leak on it.
