Lol, I'm gonna just go ahead and list some common causes/fixes:

Clear CMOS by unplugging the system, draining the power, and removing the motherboard battery for several minutes before reinstalling it and booting. Check that your GPU, RAM, etc are all fully seated in there slots. Remove them and re-insert them. Check that the GPUs power cable is fully plugged in. Check that your display cable is fully plugged in. Check that your monitor is on the correct input. Try a different cable, and different output from the GPU. Try a different display. Unplug all devices that are not required to POST (any SSDs, HDDs, Network cards, other expansion cards etc). Try removing all but 1 stick of RAM, try it in every slot, then do the same with the other stick.

im guessing the EXE is the setup file, it open up the drivers for AMD, i currnetly have 20.2.2, which is the latest, so i think im ok, i dont need to download them.

I downloaded a copy to see what they were and if there was any documentation in them, nope, no documentation. But there is an EXE and it looks to be updated combo cpu/agu/MB drivers, so it looks like they are needed
Yep Boomwebshearch is on the money, extract them to a temp location, run the exe, probably will have to restart. After that delete the extracted files.

Type This PC into search bar.  Right click Icon, select Manage.  For the disk you want cleared just reformat it and it will cleanly erase all of the data.

That's the quickest, or a reformat.
If you want it securely wiped, that's a different story...

    Yes, you need an update.

    You need at least 5.40
If you decide to update your BIOS, follow the steps carefully on this page:
    https://www.asrock.com/mb/AMD/AB350M/index.asp#BIOS

You shouldn't simply jump from 4.50 to 5.40!

    1) unplug all drives except the one you want to install windows on
    2) install windows on it
    3) plug other drives back in but make sure you boot from the new windows drive in your BIOS boot priority
    4) delete the partitions on the old windows drive through disk management in windows admin tools
    5) make a new simple volume on the drive so that you can use it for reguar storage

If your motherboard has a small digital display that shows codes look at the read out while trying to start it up. If you can get a code from the motherboard than you can look it up with the model and manufacturer of the motherboard.

Your'e going to want to unplug the psi cable keeping to power supply switch too on. Wait a hour or so and press and hold the power button to fully drain the capacitors. You won't have to hold the power button for the whole time just a few minutes, if that.
