Did you recently upgrade from an earlier version of windows?
Try:
1) Reboot your computer
2) Run your application as administrator
3) Reinstall your application
4) Reinstall Microsoft .NET framework (for Windows 7 or below)
5) Reinstall Microsoft Visual C++ Redistributable Packages
6) Update your Windows
7) Run check disk
Also could you provide more details about the issue? Your post is aggressively vague. 

I use macrium reflect, it's free and has always worked great for me.

Unplug it, store it in a safe environment until you get a drive to clone it to, clone it, and then go from there.
I had a very similar issue on one of my drives in the past. The drive was failing but with the PSU in there so did just about everything else after a few years of hard use.

Flash uses floating-gate transistors, which it charges and discharges to change the data, kind'a like a battery. And, like a battery, they have a limited number of charge cycles, which means there's a very definite lifespan.
 
HDDs are mechanical devices, and reliability tends to decrease as you add more moving parts, so they also have a limited lifetime. They'd probably last longer if you could service them, but the media is so sensitive that it has to be hermetically sealed to work for any reasonable length of time.
 
RAM is made of latches, which don't hold a charge or anything like that. It's actually closer to the circuitry in a processor than in an SSD, and RAM degrades even slower than processors because there isn't much power going through it.

A minimum of 3 more monitors, tons of RGB LED strips (Around monitor and desk), 2 plants placed symmetrically, zip ties for the horrendous wires, drill to hide the keyboard and mouse wires, and speakers (preferably wooden)

So a few days ago I was playing GTA V just fine, closed it and opened it a half hour later max, and it was using 95% of my cpu, all of the tests I’ve ran are saying my cpu and gpu are fine, temps in my bios are saying motherboard, cpu and gpu are around 30°f.
i took it to my buddies house last night, we reset the overclocking on my cpu (which had not been changed since I got the cpu about a year or two ago) and it worked perfect again!... until I brought back home an hour later. Back to ANY video game taking 95% of my cpu.
its been a headache and a half to me so I would really appreciate as much help as possible for this. Given that my pc is my baby and my main source of fun and entertainment.
