    You could certainly shave some off of your M.2 drive for a SATA SSD and repurpose that into the MOBO budget. Frankly for gaming and render times, you're not going to be looking at a huge benefit with NVMe there. 
     
    The MOBO tier list is a solid resource, and the TUF makes the bottom tier. Generally this is based on the VRM power delivery and cooling systems built in. 
     
    The Tomahawk is a loved board of this forum.

    The 2016 TITAN X Pascal?
     
    It would depend on the GTX 1080 Ti, if it's a good aftermarket model than it'll be faster/better... so the GTX 1080 Ti would be a wiser pick on this case.
     
    However if it was the TITAN Xp 2017 then I'd pick that one regardless of what model of GTX 1080 Ti we're talking.

    the lowest GPU that you can go to for 4k is the 1070. this is super weak still for 4k. you want AT LEAST a 1080, vega 64, or 2070. that's an AT LEAST. 
     
    the optimal is a rtx 2080, 2080ti, gtx 1080ti, or Vega Radeon 7.

    now with both of these builds, the case fans are to fill every spot in the case to make it run cooler and much quieter than if you had less fans. this is designed to be less maintenance than if you went water cooled, but like all rigs, should still be cleaned regularly.

    Why don't you overclock the CPU?  A good OC on it and it'll be fine for 1440p..  I ran similar with my 1080Ti and Ultrawide 1440p monitor.

    Likely a CPU bottleneck indeed.
    Why don't you try to overlock your 4690k? its a shame its sitting in a Z97 board without overclock in the first place! ?

    freesync doesnt actually cost any extra. and 1080p ultrawide can strain the eyes and can distort picture, its why i recommended 1440p.

    There are modern PSUs that are pretty bad.
    Regardless, what region are you in? I doubt this is the best you can get, even a first gen i5 should be possible.
