I Solved this problem with a different one of the same card, wich I acquired trough a friend. (I still returned the newly purchased card, cuz why not) So clean installation does depend on alot of stuff, this fixed the 300-stuck Core clock and Mem Clock. Trough the process my chrome entirely went black screen, the buttons you could click by the knowledge of where the minimise etc were but I fixed that and added in the work process chrome black screen below. This was my work for the amd driver installation process: Requirements: DDU (driver uninstaller, possible some links like these: https://www.amd.com/en/support/kb/release-notes/rn-rad-win-19-5-1 and https://www.amd.com/en/support/graphics/radeon-500-series/radeon-rx-500-series/radeon-rx-580 . These are both send to me by amd support, the second like I used in first clean installation, the first link in the second clean installation wich was the solving point) First clean installation (failed) 1. Restart the pc on safe mode ( Windows key + r > type: msconfig > 2nd tabb into restart into safe mode 2. Download or have the set ups read (Idk if downloading it first or after the safe mode will make a difference, but random stuff can make it work. I downloaded after safe mode) I used this link https://www.amd.com/en/support/graphics/radeon-500-series/radeon-rx-500-series/radeon-rx-580 3. I closed windows firewall while it was downloading and pulled of the internet right after the download ended 4. installed driver 5. Restarted (should auto restart after finishing installation) The clocks were still stuck at 300, plus chrome went black(as if the pc was turned off only the taskbar visible) Second clean installation (solved the 300 clock on core and mem) 1. After the download finishes, right before you click on install > I disabled firewall and pulled the internet cable 4. installed driver 5. Restarted (should auto restart after finishing installation) The clocks were moving, but chrome was still black. Fixed the chrome black screen: by rightclicking on chrome application file > compability > Troubleshoot > Select use troubleshoot > select program opens but doesn't display correctly > Select I don't know > Process testing > opened up another process of chrome > go into setttings > Advanced > System > disable hardware acceleration. Somehow I had to approve administration rights every time I opened up chrome, tried some stuff on chrome application properties > privacy/security settings > it somehow solved but Idk what solved it precisely)

Powerplan was changed to all but power saving mode, I still had the oc going on to see if it would put in any movement in any of the numbers. 300 Mhz is there always, with/without oc, with deleted and cd-rom driver/recommended(updated)driver/optional(updated)driver, with Wattman settings raised, with afterburner underclocked. Mobo was written, Asrock H81M-HDS R2.0. This one is being used for about 4-6 months (so it's an old model but new card). I tried both default and performance settings on the motherboard, I normally did update everything I could on the motherboard (before I had problems with random other stuff). Device manager is free of bangs, I tried the stuff you told me. But not in that order, I will update after I've tried it. (I will try this with, both linked driver install and the cd-rom install.) I'm finding more and more threads about this, the fixes don't apply or work to my case tho.

Hi, Just today, I've upgraded my failing GPU (Nvidia Geforce Gtx 960 2gb) to a MSI RX 580 8GB. I've updated the latest driver versions twice, first to the slightly newer one and than the latest 19.8.1. I did forgot to delete the nvidia drivers, so went ahead for a full clean up, used DDU and the Cd-rom to reinstall the recommended driver. I've tried to play around only raising up the voltages, limits and everything on Afterburner. So underclocking hasn't been touched. The base and Mem* clock on Afterburner are stuck on 300 (didn't know that was a thing, trying to figure out to make it work) Both numbers are still on 300 after deleting the updated drivers and sticking with the cd-rom installed one. Both Afterburner and HWI monitor show the clocks on 300.. So when I try to bench the card with Heaven Benchmark on highest settings, as it's about to start the loop and the sound it reboots. This happens also with medium settings, lowest anti-aliasing and rest. It's my first AMD GPU, I'm new to the WattMan settings. I know my way with the Afterburner though. So at the moment I've got no clue on how to diagnose the problem. Going to play with the WattMan settings. After that, I'll delete the drivers and just observe the afterburner with CD-rom version drivers. Also I'm still looking up and will continue to figure out stuff, please ask me anything I've missed to put out that might help my case. Running out of options before I give up and return the card, will check for more possible fixes. Returning the card Notices: 1. Base & Boost Clock stuck on 300 (with all un-updated, recommend and optional drivers) (they do rise when I slide to rise the clocks for a brief second) 2. Only able to run Csgo on medium-low settings 3. Still can't run Heaven Benchmark after toying with WattMan/Afterburner and driver updates/deletes. 4. The running driver program crashes on me (driver is Cd-rom based) 5. Hey, so the other day I cleaned up my PC. With that, I decided to replace the thermo-paste on the CPU and the GPU (GPU first time since 2015 - CPU 4th reapply since 2015). I decided to use liquid with alcohol (certain cleaning cologne) that dries up and evoporates like instantly, wich I always used to clean the old thermo-paste on the CPU. Now this clean-up, for the first time I cleaned up the thermo-paste and the board of the GPU. I might have overdone it with the GPU board resulting in short circuit. But the fan of the GPU spins so I'm assuming it works. Putting everything back together, the PC didn't boot up. Like it kept rebooting and crashing about 2 seconds after each boot. After Googling and Youtube Videos, I tryed playing with the RAMs and their slots. I played with the small battery, the power button getting the MOBO completely without circuit. HDMI-cable & monitor are in working condition and have been tested. Result is, now the PC follows this trajectory: Boot > Crashes in 2 seconds > Reboot > Fans run, keyboard & mouse have power but no display. So I have been googling and used youtube but with no result. I mean I'm at the point of rebuilding a new pc, but it needs to wait. Hey, my situation is that I've ordered a pre-build pc worthy of 1k Euros, back in 2015. I'd say and think you guys would agree that having a 1k tower is pretty much still in budget Gaming-PC range. So after having the thing being overused not only me playing on it, the thing aged faster than you'd expect even though I kept managing the cleaning & thermopaste reapply. My question is, looking at the specs below. Is it going to be a better idea just to rebuild a new slightly above budget Gaming-PC or can I make use of any previous hardwares and work my way through it. Especially the motherboard, it's really hard to tell if the thing is going to be compitable with new hardware for the upcoming 3 to 5 years. My first step was going to be changing the CPU, actually I don't even know. Cause I don't wanna be stuck with a bad CPU if I need to change everything else around it in couple more years. Maybe I just need to buy everything 1 by 1, and just make sure of my hardware compability and just quality for upcoming years? Also don't get me wrong this pc can play story games in medium to high settings, but I'm more of a competitive player and I feel like it isn't keeping up with me in multiplayer games.
