Weird i have 32gb but windows is only showing 16

Need help I bought the 5700x updated my bios but now my ram won change to 3200 mhz. After i change the bios setting for allow xmp my pc restarts 3 times and it boots up on the 4th time and the ram speed is still set to 2133

I need help because my pc isn't giving me the gaming performance I want for 1440p, what should I upgrade ? my current setup is this: B450 AORUS Motherboard, 3070 rtx msi, amd ryzen 7 2700x, ddr4 32 gb, 3200mhz ram. If I run a game on 1440p high settings, for example red dead redemption 2 I don't get over 53 fps

My case Deepcool case ATX Matrexx 55 I want to change my cpu cooler, because the stock ryzen 2700x prism cooler gets loud and its annoying me. What cooler would you recommend guys. Something up to 150Euros
