    without knowing what exact OptiPlex you're running I can only say look for small form factor PSU's like Silverstone's or Seasonic's other then that maybe your not getting the best air flow you can try modding your case I.E. drilling some holes and placing another fan

    If you have any third party programs running id suggest turning them all off and starting the game and see if that helps especially if you have an Overlays going like rivatuner and the likes.

    i belive thats a "super I/O" chip so yeah it getting hot would be normal depeding on your case and what not you might just need to add a fan for that spot.

    Try one stick at a time switching from slots 1-4 with each stick if NONE of it works in any slot return/replace your ram. WORSE case your MOBO has bad ram slots.(highly doubt it)

    From what I can tell they manufacture their own products but I’m sure if you dig deep they prolly just rebrand. But from every thing I’ve seen they have good reviews and sold on amazon at least you can easily return it if it’s crap.

    If your looking for a path you can build on later get the best MOBO and PSU you can and an APU for a CPU.

    I’d try upping the Voltage to 1.4 then Try 3000 see if it boots with that.

    Have you tried upping the speed your self or just the XMP profile?

    It all depends on how much your looking to spend and how comfortable you are with water cooling.

    What’s the voltage the ram is running at? you can try increasing the volts by 0.050 reboot then up the ram speed little by little until you get the desired results
