Seems stable in gaming so I guess it’s fine… thought it crashed once in cinebench r20, never in r23. Scored 10100 in r23. I guess that’s good?

I’m on the latest v5 bios, I read somewhere that a bios update fixed it but it doesn’t look like it in the latest v5… kinda shitty a FE pulls more power… u have 115%? I’m only 110% are u on 12gb or something? And I would trust gpu z over afterburner tbh

Ok, if you google for the model number ( RF-700WPS2 ) you can find the website and the manual on that website : https://www.rocketfishproducts.com/pdp/RF-700WPS2/8800693
    Here's the manual : manual.pdf

If you go to page 7, you'll find this:

Which basically tells you that this psu is not really a 700w one.
It can produce up to 492w on 12v, which is what pretty much everything in the computer consumes these days (modern computers consume less than 50w from 3.3v and 5v)  and that it's an older design which reserves 140w (in theory) exclusively for 3.3v and 5v.
Modern power supplies produce all available power on 12v, and convert 12v to 3.3v or 5v as needed, so if your modern computer doesn't use a lot of power on 3.3v or 5v the power remains available on 12v.
    Anyway, even so... you can add up : 492w on 12v  + 140w on 3.3v+5v  + 9.6w on -12v  + 15w on 5v standby = 656.6w

This power supply is pretty much comparable with a modern 550w power supply... for example have a look at this cheap Seasonic S12III 500w psu : https://www.newegg.com/Product/Product.aspx?Item=N82E16817151226
It's 40$, 25$ after mail in rebate card and can do 480w on 12v, and 90w on 3.3v and 5v ... pretty much same thing.
But at least you can TRUST Seasonic to be honest about the values listed on the label. If that psu said 700w when it can't do it in any way, how can you tell it can even do 492w on 12v.

    Or this 45$ Rosewill ARC 550w : https://www.newegg.com/Product/Product.aspx?Item=N82E16817182297
    495w on 12v, 120w on 3.3v and 5v ... same as your 700w psu...

anyway.... and on page 8 you'll find this:

So your power supply HAS 2 pci-e 6pin connectors... you should have TWO cables each with one pci-e 6pin connector, or one cable with two pci-e 6pin connectors

Your video card MAY function perfectly fine with two pci-e 6pin connectors installed in it instead of one pci-e 6pin and one pci-e 8pin ...
Or you could buy an adapter that converts one of your 6pin connectors to pci-e 8pin :
