z390 aorus pro i9 9900k corsair vencence 2133mhz ram 750watt 80 plus bronze power supply

I just buy i9 9900k and I put cpu in to aorus pro motherboard but when I put in power supply I see half of a second light then disappears nothing works any help? (I try with different power supply its same)

can I use with i9 9900k without extreme overclock?

I just buy z390 aorus pro unfortunately and my corsair cx750m power supply dont have 4 pin cpu cable so can I use with only 8 pins?
