It is labelled as quick boot in bios try turning it on(turning it on will ignore all start up test ex:post) Explanation: Every time u boot ur pc it checks whether everything is working or not and also looks for any hardware upgrades which may slow down boot time, this is what that is happening in ur case it is just posting(power on self test) ur gpu

May be it is just a post thing! Try turning off safe boot in bios

I don’t recommend buying used cards as they can have reduced life span(my gtx 1060 stopped working with 10 months)that may not true in very case though I would recommend buying an gtx 1660ti

The same issue happened to me!! But later I found out that it was my reset switch that was causing it(u could also have a bad reset switch)if not try uninstalling and reinstalling the driver
