Sounds like a power delivery problem (the restarts) - the 100% usage is normal

Whoah... Can not belive it was something that dumb... Took the card out, cleaned the PCI-E connectors with ethanol poped it back in and the card shows up as x16 in the BIOS and in GPU-Z. Must've messed something up when I was installing my NVME. HWinfo reports my GPU as x16 and M.2 as x4.
Ironically it's in the top slot and works just fine, although I've had my fair share of troubles with this board. It had alot of weird quirks (not being able to shutdown/reboot properly) but after I flashed the newest bios (v3003) everything seems to be working just fine.

Anyways, thanks to you all for your help!

Better than that, just check which slot the NVMe drive is in. On the B450-F (I had one, well have it now because the rig has worked its way back to me for eventual troubleshooting) the top NVMe slot yoinks lanes from the main 16x PCIe, IIRC you need to use the bottom slot to avoid that (I always ran my WD Black NVMe in the bottom slot for this reason).

As for the performance penalty, naaah even a 2080 Ti can't max a PCIe 3.0 x16 connection, a 2060 shouldn't have issues with PCIe 3.0 x8. Heck when I ran SLI 1080s they were in x8/x8 (those are faster cards too, closer to/the same as a 2070) and there was no performance penalty.

Take the card out and stuck it in again, long connectors like the PCIe x16 slot are notorious for being hard to get it in right the first time.

Intel is still using 14nm for their CPUs with no 10nm in sight. IIRC their 7nm node also was recently rumoured to be released in 2021! It's good to see Intel getting their ass kicked. Hopefully with Ryzen 3000 series Intel will finally lose its tiny IPC advantage which seems to be Intel's last remaining advantage overall.
Even though it is insignifcant, the sheep will still buy Intel because they cannot live with losing 7 FPS since some people only seem to care about that.

I hope Navi will do well too considering it will have GDDR6 thanks to the recent PCB leak, putting it in the affordable range where Polaris used to be.
Hopefully they will also release a competetive high-end card along with that.
