    If you take a look at Sysinternals or Nirsoft I believe they both have utilities that can clear RAM at various stages. There is a command for flushing buffers that still works for Windows of all versions but only refers to disk caches I think, which is not what you are asking for.
    The utilities are light weight and free and work in both 32 and 64bit versions.
    There are also plenty of other RAM scrubbing apps out there, but whether they work at all or do only what they purport is tested at your own risk.
    You could try turning off Windows disk caching to see if that helps, although with HDDs your system will slow down considerably, also try increasing paging file size to see if that helps with stability.
    I agree with above posters that sorting the issue on a hardware level would be a much more sensible approach, but obviously requires time and possibly money which you may not currently have.

    Definitely Normal. after all. You specifically sprung out for a HDD when the most common storage now is SSDs. get an SSD ASAP and use that for Storage instead of a boot drive. your experience will suck. trust me i have only ever had Hard drives on my systems. even now i have a 10 year old Hard drive stuck Dualbooting windows with Manjaro Linux that has 13,500 usage hours on it, even if you get a Cheapo DRAMless SSD it will perform leagues better than a HDD. a 240 gig one can be had for the price of a hard drive anyways.

    HDDs are slow, pretty much anything they need to do will result in 100% usage. So yes it's normal.

    Best practice is to disconnect the linux drive(s) during the windows install process, it has a proclivity to stomp all over your bootloader(s).
    Before you take them out make sure to plug the new drive in, check that the extra drive doesn't affect your grub.cfg or fstab (if it does google "uuid and fstab/grub").
    Allocating 2TB to windows seems a waste, and I can't comment on how good the ntfs3 drivers are yet, try and use windows installer to constrain it.
    Don't worry about the partition table, just let windows take care of  it, just make sure you have >=5 partitions defined, then finish allocating spare space after deleting unused partitions in parted after the fact.
     
    Once you have a system that boots to windows, put your linux drives back in, get them to boot.
    Make sure "os-prober" is turned on in /etc/default/grub and run grub-mkconfig >/dev/null.
    I'd advise setting the following in /etc/default/grub too, it makes grub "remember" the last boot option you selected and sets it as default, it's good for not having to babysit windows during updates and reboot loops.
    GRUB_DEFAULT=saved GRUB_SAVEDEFAULT=true Once you've got grub detecting both your *nixes and windows, backup your /boot/grub/grub.cfg and run `grub-mkconfig >/boot/grub/grub.cfg`.
    Now on reboot your windows install should be an option from your grub boot menu, and you can finish partitioning/formatting the new disk in parted.
     
    If you want a shared partition for more than just "swapping files between linux and windows" I use this ATM, but it requires ext3 (not ext4) which is fine.
    I've not messed around with NTFS filesystems and the new(ish) ntfs3 driver yet, but if it does what it says on the tin this might be a replacement, too soon to tell for me.

    Aris reviews (Hardware Busters International on youtube, tomshardware,techpowerup), a few other reviews form cross-comparison from here, and discussions on this and few forums, but mostly Aris reviews.
     
    Best bet is to figure out which reviewers are good (like Aris for instance is the highest quality PSU reviewer on internet atm), start on the PSU Tier list here on the forum, check the spreadsheet for additional review sources, check his youtube, search the forums here a bit, look at the discussions that pop up, and that's about it.
     
    And then if u have more time/motivation either participate in discussions, or if not, again just ask for help, opinions like for you did now.

    If he doesn't have  drastically reduced voltage after people in his neighborhood come from work, brownouts, and/or bad power grid, he'll be fine. In the case it does happen Gospower did all the protection properly, I doubt anything will die other than the PSU, after a number of shutdowns, and he can just RMA it then.
     
    If he does know he has a bad power grid, better just replace where bought, or sell and buy an XPG Pylon.

    Total is ~ 60000 and leaves you with enough money for peripherals

    Pretty much all brands have bad to mediocre PSUs. ASUS PSUs aren't bad exactly, just overpriced rebrands of Seasonic Focus mostly, with only Thor 1200W being Prime. MSI isn't bad either, it's just there are very few reviews to see if they indeed use DBB fan interchangeably with FDB, regardless, that only makes it noisier than most other PSUs, not exactly bad overall. Gigabyte had an explosive debut of P-GM, now it seems they've switched to better FETs on new revisions, or at the very least on higher wattages (1kW confirmed) but i'd still don't trust it for now, their other PSUs are okay, Aorus AP-GM / P-W is fine really, if it's cheap enough.

    I think what he meant was that the processing itself doesn't "consume" energy aka all energy comes out as heat. As in, 200W into the PC means 200W of heat. He concluded that from your post (which is correct).
     
    - power supply efficiency doesn't matter much for your power bill
    - doing the maths is possible but getting an accurate number is hard if not impossible (eg the OP did the maths right, but as pointed out by others he's probably off by some amount due to the estimates he started with)
     
    - processing information doesn't do any work, therefore all energy a computer uses comes out as heat
    - therefore a computer is an expensive room heater that also happens to run software
     
    - it could be argued that a computer consumes no power because it heats your room, so your heating system has to work less hard, so if your computer uses 200W, your heater can use 200W less, which means your net energy consumption is the same. Of course this does assume your heater adapts to the room temperature using some sort of thermostat; if it's a dumb device running at full power all the time this doesn't apply.

    Yep I saw that, also the 750W is on a large discount from £139 to £89, so I think I might get that one to give me a little headroom for the future and as Nvidia lists 650W as the minimum for the 2070super

    Mine has noteworthy blooming, as expected.  It is a FALD screen after all.  But it doesn't appear to be as bad as what you're showing.  Kicking it down to Mode 1 makes it much worse; almost aligned with what you're seeing.
     
    It's a Herman Miller Aeron.  Oft considered the best chair that's ever been invented for the office.  Expect to pay on the order of $1000 or so for a brand new one.  Used ones are much less.

    Unpopular #1: I should be able to receive a cheque from online freelance/gig job websites for my services rather than having to sign up for PayPal or payoneer or whatever other payment system that wants to screw me over.
     
    Unpopular #2: I should be allowed to purchase items online by mailing in cash directly.  My credit card never changes, no matter how much I complain, so it's completely insecure to use the same number over-and-over for websites that really don't care about you if it gets stolen. 
     
    Unpopular C: And why do I need a cell phone to "verify my identity" on my gmail account?  Since when does email require a cell phone?  And how does a cell phone verify that it's even me in the first place when I can buy a burner on the street corner?  I thought that NOT needing analogue hardware was the big reason for using email in the first place.
     
    Unpopular (iv): Analogue is spelled with a "ue", colour has a 'u' in it, 'z' is pronounced 'zed', and I like tofu on pizza.

    My go-to local shop has already taken countermeasures against it by only allowing you to buy 10 drives <=4 TB per 3 months (or 5 for even higher capacity).
