okay i can only talk about this......
(make sure your pc is unplugged from fall, everything disconnected)
some times its the issue of power coming from wall, you can check you wall socket using three prong tester.

first reseat the ram stick. (use only one stick, use a working ram stick)
check the hdmi connection.
you need to short jumper when everything is powered off for at least one minute.
(i use screwdriver's tip).
disconnect everything except keyboard.
after shorting the jumper you can remove the button cell from mobo for one minute and then put it back.
(when i say everything it means everything
except one working ram stick in one working ram slot,
Gpu, aside from CPU fan don't connect any other fans.
yes remove every type of storage, don't even leave boot drive there,)
this is how it should look now -
mobo + stock-cooler/aio + reseated one ram stick+ cpu + GPU + PSU
now boot.
if it works it works if i doesn't well reseat the CPU and try again with above configuration.
(keep an eye on HDMI cable/connection)
also you can check temps of cpu bios too a reminder
if all wont work well try different CPU and then different mobo
