9th gen CPU is not compatible with a 6th gen Motherboard, 'out of the box'.
Nonetheless, if you alter the 6th gen Motherboard from it's original specifications through modifications it is possible to get things to 'function', just have in mind this involves a great deal of work/hassle, might still not work and even if it does you'll have limitations in place and likely less reliability/longevity from the system.

I have the m65 pro I love it, the RGB is good paired with my k70 RGB. The only thing I have noticed is the braided cable gets dirty dragging on my desk and mouse pad but that probably happens to alot of braided cables.

Some of these things I'm about to say haven't been said (as far as I remember) and they're simple but might as well make sure instead of assuming it was done.
Try reseating the CPU
Reseating power cables
Maybe grab a different Gpu or RAM
What I'm thinking of doing is taking parts out and putting them into a different PC to deduct what is the problem.
Like is said these are simple and you may have already thought of these but I can't assume anything.

If that budget is within what he is looking to spend, I would swap the 8700 out for a 9900k, and go down to 16 GB of RAM. There are no games that need more than 16 GB. That said, the 8700 is fine.... Maybe taking the money saved on the RAM and getting a RTX 2080 would be a better option as the 8700 will suffice, its quite a good CPU. You could always get the 8700k and overclock it, I have one running at 5 GHz on all cores; it was very simple to OC, easier than my 6700k in my sig was actually.... Although both were pretty simple.
But, seeing as its for someone else, sometimes overclocking can be less desirable; its just more to go wrong. You can save a few bucks on the motherboard and the CPU cooler, and get 16 GB of RAM, and take that savings and get a RTX 2080, I think that would be your best bet and most value added option.
A good heatsink to get is a Hyper 212 Evo. Its an older design, it isn't phenomenal (it used to be the bargain cooler of the century), but its cooling my 8700k @ 5ghz at sub 75c under full synthetic load, and its only 25 bucks..... Also, 3000 MHz RAM is fine, if you can save a few bucks there that is a great option.
The 8700k is 60 bucks more, so unless you plan to overclock I am not sure that is worthwhile... But, it could be a great option down the line if the CPU starts to be a little slow for AAA titles 4 years down the line...
