Honestly you can't get rid of teamkillers. Trust Factor in csgo works really well, and people do it for fun when they're messing around with their friends. I used to hate it but I do it sometimes when I'm messing around or when the little russian kid starts screaming. It's fucking priceless when they get banned for killing me when I didn't even damage them in the first place.
