The difference will barely even be noticeable. 3000 is a great speed for Ryzen so I would save the $25 and stick with 3000mhz.

I emphasize the the impact that it might have on you since there would be no social contact. My friend doesn't go to school because of anxiety that runs in the family and he doesn't understand social ques and manners the same just because he isn't there. It would obviously be different since you're already 13 but being isolated will still have an effect.

I mean it depends on what you're wanting to play. A RX 570 is a solid card and so is the RX 580. For reference, the 580 performs right around where the GTX 1060 6gb performs so it's really your choice based on the resolution of your monitor, target FPS, and settings you want to use.

Home schooling is an absolute last resort sort of decision to make, it really only ever "works" for those who cannot safely to go school due to a physical or mental illness. In my life, I have met plenty of home schooled kids, none are well adjusted simply because they did not have social contact while growing up.
 
Also, there will never be free home schooling, and I would be weary of anything cheap. By home schooling, you are paying for the costs of tuition to the service hosting the schooling, the wage of the teacher, and all materials costs. It's like going to college, which at it's absolute cheapest around here (southern US) is ~1200USD/950GBP/1060 euro in tuition alone, ignoring materials costs. Expect to pay around this for anything, unless the home schooling market is drastically different in the UK.
 
Also, general good advise is not to run from your problems. Whatever is making school "not work", talk to the adults in power. Teacher, Guidance Counselor, your parents, whoever has the most direct control. I'm sure you've heard this 1000 times, and I'm sure others in this thread will say it, but as somebody who is actually living in the education system of 2019 you will never regret making your concerns be heard.

Do you already have it? Should be fine. The system should draw like 250-300W under a gaming load, so overclocking shouldn't be a problem. 
If you're considering buying a G3, I would recommend other options instead.

Grab a 256GB for even cheaper.  He won't notice a difference with cache or cacheless, and I doubt he's filled up 100GB of space if he's a normal PC user doing web stuff and youtube and Office stuffs.
 
The MX500 is a good drive, used a couple myself.  Any of them are great upgrades, Adata too.

It depends on what mount you get. If the card is only like a centimeter away from the glass/panel then yeah, the airflow will be choked (unless you're liquid cooling but it doesn't sound like you are).
 
The CableMod mount isn't up against the glass/panel is much farther back. It's better than the traditional mounts.

A 2600 with do with a good B450 is all you need.. The MSI B450 Tomahawk is the best B450, unless you need wifi you can consider the B450 Pro Carbon AC.. No need to go X470 unless you don't mind spending $180+, in which case I would recommend the Taichi, Crosshair VII and Gaming 7.
