That's actually pretty average pricing for the RX 580, ($180 USD here) and the XFX version is actually quite good. (I actually have that same GPU in my brother's PC, and it's a very solid card) The reason other brands are more expensive is that you're either paying for RGB or for the name on the sticker, that's all.

Ugh, I kind of hate discord but it's all that most people use now. Servers keep going to shit for no reason and are spotty, and I absolutely fucking hate how discord tries to be all "gamer" like with the phrasing they use and how they appeal to users.
 
Haven't ever used teamspeak but only like 4 of my friends are in a call at once and audio quality sounds nice.

Technically all MSI B450 ATX boards can support 3rd gen without using another CPU for BIOS flashing, they can flash their BIOS on their own.

If you make a pcpartpicker.com list you will get a running total of manufacturer max power requirements. That value is the minimum one should consider. Typically getting a psu more than 130% of that max would be overkill.

Dont use calculators, google power consumption benchmarks for cpu and gpus instead

Yeah the GQ can handle it at 650w, but consider a G2 over a GQ

also make sure your motherboard isn't making any kind of contact with the case

Double check that all of your cables from your PSU are plugged into your motherboard properly.  If you're using a surge protector, PDU, or UPS bypass it and plug the computer directly into an outlet and test for stability.  If you have another cable for your PSU try that as well. PSU could be bad if so RMA.
