@VenVan to prevent future AND further damage, always refer to the motherboard user manual.
Plugging RGB fan/strip into a fan header or the WRONG type of RGB header can permanently kill / damage things.
4-pin RGB is +12v, while 3-pin ARGB is +5v. DO NOT plug something +5v into +12v, or vice-versa. 
The RGB cable has a "little arrow"; the pin with the arrow is the power pin (i.e. either +12v or +5v).
If you plug it in backwards, and short power to ground, then that is NOT good.
 

 

 
If your power supply is clicking, and the system is not powering on, then it is likely tripping the short-circuit or over-current / over-voltage protection.

This is the reason why return policies are always getting scaled-down and more anti-consumer. Because people like you abuse the hell out of them. These policies are not protections for your stupidity of not doing your research or reading the manual.

if a hard reset doesn't work, i would try unplugging everything non essential. only the 24 pin, 4x4 cpu, and pci cables, and unplug all the non essential fans/tgb stuff. sounds like something is causing a short.

Keep the 3600 it's plenty fine. The 9600k btw is FAR worse, the 9900k is a bit of an upgrade same for the 3900x and the 10940x is a stupid cpu that is slower for games than the 3600.

I've shot USPSA for over ten years now, DO IT. As long as you dont expect to do well your first time out, you'll love it. The biggest mistake I see new people make is getting it in their mind that they're going to school the GMs on day 1, and that NEVER ends well. I remember one ~30 year old army vet came for exactly one match and was talking up his prior service and how he was trained by "Delta" yada yada yada, and how he'd be happy to give us all tips after the match. He got curb stomped by a 13 year old girl who comes about once a month with her dad. He never came back again.
 
I started in production with an XDm 5.25 in 9mm, then after a few years I got curious about dot guns, and sold my old G19 for a G19 MOS and an RMR. That's far from the ideal USPSA gun but I was poor and it could double as a carry gun and CO gun. Now I've moved to Limited Optics with my Staccato P w/ RMR. 
 
If you're starting out, I'd really suggest a G17 mos or G34 mos, as they have the most paths up to different divisions if you want to move out of production. With either of those you could go all the way from production -> Carry optics -> Limited/Limited Optics -> Open if you really wanted to.

Have you tried setting custom fan curves?  Cleaning the old CPU cooler?  Taking side panel off to see if its a airflow issue causing temps high?
 
That GPU is adding a TON of extra hot air into that case when in use.  If it sounds like a turbine its probably maxing out the fans
