    Meaning, you might be more than fine with a decent B650 board.
    I don't recommend overspending on the motherboard.
    Also, don't overspend on the RAM, Zen4 (7000) is hard to get working stable over 6000.
    And with the X3D chips the RAM speed does not matter that much.

    For starters, you should upgrade the platform.
    Your CPU is comparable to a Ryzen 5 3600X or Intel i5 10600K, basically a low end CPU for modern gaming. That means it's good for 60 fps, not for high refresh.
    The 2080 Super is comparable to a 3070 or a Radeon 6700. It can still do, but also not for high refresh on 1440p.
    For high refresh on 1440p, you'd need a better GPU if you want higher details. Talking Radeon 6800XT, 6900XT, 6950XT, 7900XT, GeForce RTX 3080Ti, 4070, 3090, 4070Ti ... But all of those would be severely bottlenecked by an 8700K range CPU.
    I believe your CPU is holding you back, but the GPU isn't a beast either.

    Sell off that 8700k mobo and 2080
     
    For cpu id reccomend going for a used 12700k, theres a decent amount of em going for around 200$ on fb marketplace, theres also a good amount of used z690 boards around 100$
     
    rest of the budget you can focus on a gpu, id reccomend a used rtx 3090 which go for around 700$ on ebay (may find cheaper deals on  fb marketplace), 24gb of vram and much more powerful than a 3080
     
     
    If you go new youd be facing a pretty significant downgrade to a 12600k and 6900xt

    Pretty much, you summed it up perfectly.
    The 2080S, if it works fine, I'd use it for a few months more till the AMD Radeon 7700XT and 7800XT come out...

    I can help you with that.
     
    Intel is on the LGA1700 socket and on the 12th and 13th generation CPU-s. There are motherboards for those that support DDR4 RAM since the CPU-s memory controller supports both DDR4 and DDR5.
     
    AMD is on an AM5 socket and the CPU-s (7000 series) have only a DDR5 controller. So no DDR4 support.
     
    To use DDR4 on AMD, you'd have to go with the older AM4 platform and the Ryzen 5000 series CPU-s.
    The strongest AM4 gaming CPU, the 5800X3D, has 8 cores and 16 threads and is comparable to a modern Ryzen 7700 to 7700X in most games.
    The 12 and 16-core Ryzen 5000 (5900X and 5959X) are better for productivity than the 5800X3D, but they are much worse for games.
     
    Intel's alternative to the 5800X3D would be the i7 12700K or the i5 13600K.
     
    The strongest gaming AM5 CPU is the Ryzen 7800X3D followed by the 7900X3D and 7950X3D. On Intel the 13900K, 13700K, 12900K.
    For productivity, the AMD Ryzen 7950X, 7950X3D, 7900X, 7900X3D. From Intel the ones mentioned. 
     
    As for the future upgradability, AM5 is here for the next few years, probably the 8000 and 9000 series will fit.
    On Intel, the LGA1700 will get a 13th generation Refresh and that's it, no real future upgrade.
    AM4 has no future upgrades, it's already dead. But it might be a step in your path since it's cheap and would allow you to use DDR4.
     
    All of those are good enough for modern-day mid-range cards on 1440p or 4K and, of course, the high-end cards on 4K.
    By high end I mean RTX 4080, Radeon 7900XTX, RTX 4090. 
     
    The 5800X3D + a B550 board might be the cheapest way -> 350 for the CPU and 200 for the MBO. Maybe even less.
    The 13600K and a B760 DDR4 board might also be great, but I believe it's pricier. 
    Both have pretty-much no future, so you'd have to upgrade the platform in a few years again.

    Here is the link for my part list. Planning a basic portable pc for in home steam streaming from my main rig to the living room for social gaming. Also for Geforce now on the go hence the case with a handle for portability. Just wondering if I can make it more efficient for price to performance.

    Just crank the multiplier to 20 will give you 4GHz. Voltage control part is the same as any other guide you can find out there. With a poultry H7 for cooling, limit voltage to 1.3V to 1.35v because more than that will overwhelm it and CPU starts overheating.

    Got my Lambo Roast! Now to figure out where to put the stickers. Changing out my case soon to something with a little more room for water cooling and better cable management and building my friend a rig with this one so it can't go there...or can it.

    Very very few laptops have display inputs, so no.
     
    Only if SLI scales well, is well-supported, and even works at all.
     
    More often than not, it's better to just buy a single higher performing card instead of multiple lower performing cards.

    You probably want to use only one environment to control all the lights on you PC.

    If any piece of hardware has propietary soft or some kind of "controller" it most likely won't work with Aura.
    Otherwise, it should, even if not listed. Those products are like "sponsored" by ASUS and tested, that doesn't mean that others (with no propietary soft or control hard) won't work
    For exaple, i have almost 2 mts  of absolutely generic led strip 5050 plugged to my MoBo and it works wonders (image to check. strip in green)

    You might be able to find a used/miner GTX 1080ti for around $500 by then, maybe...probably not because the RTX pricing is really dumb and didn't properly replace the cards at the same price points.

    either get a 4k IPS free-sync display or 1080p 144hz Free-sync display, G-sync isn't worth it.

    If your going to go Free sync might as well go with a GPU that will benefit from it. At 1080p gaming the CPU becomes way more important anyway.
