    ok i will advise for some 4c/8t cpu's rather than gpu, you can go low right? atleast it will be playable (no stutter bullshiterry or whatever else), also like 8gb preferably 16gb

    I would go for a 2500k with 2x4 GB ddr3 and keep the gpu you've got. Maybe upgrade to a 7950 if you can get one for cheap and want to go for 1080p.
    I would recommend a ssd for 20 $ (kingston a400). You will notice the difference. Not in gaming but in quality of life.

    The i3 2240 is fairly underwhelming, I think the GTX 950 would be the fastest possible card it can handle before bottlenecking becomes a true issue.
     
    But the GTX 960 if you find one even if bottlenecked would still work out alright, only an option because maybe pricing between the two isn't that apart.

    The GTX 750 Ti tends to be overpriced due to the high demand on used market.
     
    I'd consider a GTX 950 / GTX 960 and ignore anything older than Maxwell at this point since pricing shouldn't be too far but those cards are already completely forgotten by nVidia and you want to play the greatest and latest AAA games.

    Since the 750 ti consumes less power, I'd prefer that instead. However if you like to overclock the 660 ti will probably do better since it has an external power connector, although it depends on the model.

    Not sure. I think the gtx 460's 1gb of vram is a huge issue for the witcher as well.

    Yeah, at $10 it's a steal. That said, the Q9450 is also a killer chip, and has the newer Penryn architecture and double the cache.

    When it comes to graphics cards, the bigger number is always a better card in a given series.
     
    These are both 400 series cards, therefore the 480 would outperform the 460. That being said, as stated previously, these cards are vastly outdated. Fermi (which is the architecture these cards are built on), has been moved to Legacy drivers and won't be supported by NVIDIA for much longer.
     
    Unless you're getting one for literally like $20 and have absolutely no other options, don't buy one and spend the money on at least something like a 750 Ti.

    Your best bet is to play games that don't demand a GPU. There's hundreds that will run great and are releasing even this year. Paladins would be a great start. Pixel art games would be your best bet and they release games it seems like every single week. Owlboy. Don't Starve. Stardew Valley. Minecraft.
     
    Buying a $20-$50 GPU won't make much of a difference.

    Just don't worry about possible bottlenecks, buy the best gpu you find for your money.

    A Core 2 Quad could, but a dual core is just not enough anymore these days.

    Just don't buy the fake GPUs on ebay and you'll do fine. Especially if the card comes from China.

    But a 460 should be fine. It may still be bottlenecked, but if you really don't care about that, just do it.
    Though you'd be hard pressed to find one for $35 or less. You'll need a bit more than that. Like $20 more. Unless you know of a local store that sells them.

    Best of the bunch if you can't find a 750/750 Ti for $50-$60
     
    I've used both 630 and 710, they're awful for gaming.

    The hd cards are nice since they are based on CGN which gives great driversupport even today. Hd 7770 or an 7850 would be the better choices imo
