FIXED!!!

Literally turning off the CPU Fan Error fixed it. 
I had to disable the BIOS from checking if it was on. 

Yeah, booted into safe mode. Can't use mouse or keyboard to log in to safe mode desktop. 
 
Edit - I disabled the xhci hands off and the intel 3.0 usb thing inside the bios. I disabled both and kept the legacy option on. Both mouse and keyboard work just fine now. Entered into safe mode. Running scan now.

Yes, it would be quieter. 
The h100i gtx pump isn't nearly as quiet as NF-A15's.

Yes, the pump is easily audible if the rest of your system is quieter. If you don't want to lose on performance, the NH-D15 is a good option.

Yeah, I did this yesterday, that's how I know it's the cooler itself and not the fans.
I might just try looking into a AIO cooler that's 240mm.

It's fine to leave it. Bear in mind they sit in a box on a shelf for months before you buy them and they work fine.

The 780ti is less than $600 so I highly doubt this card (which supposedly performs worse) will cost over $700.

About the 500gb you'll have to decide for yourself ( do some calculations and see which one is cheaper per gb)
The MSI gaming series MOBOs are pretty sick too and they are cheaper than ROG gaming boards (and msi has a red bloody dragon. A RED DRAGON COMON D:)
EVGA g2 hands down. There were people having issues with the ax860 (having the PSU's caps blown off when booting) while evga PSU have never received any complains (as far as i have seen)

I'd go with an ASUS Moniter.  3 Yr Rapid Replacement is a great warranty.

I Run a Kinivo HDMI Switch for more HDMI.
 
Personally I'd hold off on 1440P since it seems 4k will be the next resolution shift.  give it a year or so,  4K 24" in. moniters for $325-$425.
