  1. if ur into game development going with pascal will be more beneficial than dealing with the new architecture of the 2080 and you also get the extra vram which is critical in game development. if your really split on the choice i would wait it out until benchmarks release
  2. what cpu is she running? any water cooling? overclocking?
  3. by any chance did you forget to plug in the pcie power connectors? lol
  4. i think your computer is running on the integrated graphics of the apu try and download amd drivers for the 570 and confirm that the graphics card is actually being used instead of the apu.
  5. Your cpu is definitely bottlenecking the 1070 if it where a k series i wound just advice overclock the cpu to alleviate the problem but i think a new cpu is the only solution for your situation
