    Yes, it performs that well at least from the benchmarks I've looked at. Keep in mind that these are with fans at 100% rpm or 2300rpm for the H45. The caveat is that it's noisy or performs worse with fans at lower rpm. It can also perform worse due to placement in the case. Corsair recommends it as intake at the rear of the case but that often means more dust accumulation since most cases don't include rear fan filters as they're generally meant to be used as exhaust. 
    It's less popular since it's less well known than other 120mm AIO's (ex: H60 / H80) and most people lump all 120mm AIO's in the 'not worth getting' bin. It makes sense since it's usually around the same price as high end air coolers that are quieter and don't need an unfiltered intake for near optimal performance.
