My CPU is Intel i5 8400, would consider Hyper 212 or Black edition of it, as others and you gave me nice suggestions!

may be degraded memory on gpu, known issue for rtx cards.
for now, lower mem clock in afterburner see if artifacts are gone, then RMA

rx 5700
1660 super & 580 are great but isnt that much better than 780

As the title says, recently had a problem of what seems to me GPU overheating itself (most notably in Apex lobby screen while on lowest settings and 1280 x 720 and Max Payne 3 settings) and the screen shutting itself down while the GPU fan works like a small airplane

I'll be buying a new HDD soon and later this year gonna upgrade my GTX 970 to an AMD 5700XT. I'll stick the old 970 into my secondary PC, because it's running a Radeon HD 6850.

you would feel burn even at 70~80C, and 7970 is famous of being a hot card

better get the BT/ wifi card separately, more flexible mobo options

take the extra ports as a bonus/ gift, will come in handy when trouble shoot is needed.
the value comes with better quality, power delivery, cooling for OC.

new 1660 or used gtx1070 
(note that upcoming 1660 super shall be comparable to 1660ti at cost of 1660), 1660 TI isnt worth it
this is just enough for 1080p 60hz gaming at ultra
