You have to be filtered through this Get Help app or link. You need a Microsoft account for this to work.
I'll hazard a guess they sent or provided you a service request number.
Might want to edit your first post and include vital information like hard drive, power supply, cooling, etc., etc. Those would factor in on what people here will recommend.

Use the Cheap Dell Gaminc PC guides floating all over the net minus the video card. Spend the money for the video card on hard drive instead.

Depends on how much you're willing to spend. If your parents already have a monitor and other peripherals already you might want to go with the Dell Optiplex Gaming PC route.

As is. The power supply needs an upgrade. You can also add an additional stick of 8GB of RAM to make use of dual channel. Also an SSD.
When was the last time he was using it? Could just be a simple fix like maybe a reset of the BIOS or cleaning the RAM slots & contacts.
It's still pretty much capable of browsing the web and Excel. Although you might need to make key upgrades like an SSD and at least 8GB or even more.

If you still have a Windows 7 or Windows 8.1 key, Windows 10 will still accept it for activation last I checked. So you may not have to spend money on an O.S.
No need to burn to a DVD. Since at least Windows 7, Microsoft has perfected USB installations for it's O.S. So download the ISO and create a bootable USB installer of Windows 10.
You can also just download the Windows 10 ISO and use the Windows USB/DVD Tool that was released in the Windows 7 era to create the same bootable USB installer for Windows 10. Also another thing you might want to know, the Windows 10 installer will activate with a Windows 7 or Windows 8.1 key. SO might be able to save if you have those keys lying around. I tried this in the 1709 build of Windows 10 myself. Should have not changed that much since then.
TBH the gameplay changes were the more interesting part of this update:
