The fridge would have to be running all the time (which most dont because that is loud).
Otherwise it would be cooling stronger, but not more efficiently.
If one would go that far it would probably better to build a custom system for cooling with a fluid like in the fridge (I wont go into details here).

not more efficient because you have another part to power, the cooling itself would be amplified

Again this would be any gpu,
Meaning a 1080 will always be faster than a 1030 on any matching bandwidth slot. the only reason you would buy a 1030 is if you wanted the performance to be worse , or just wanted the gpu to be cheap and basic
the 4x slot will restrict the performance of any gpu thats installed , meaning the 1030 is also being restricted as well. so by all means the 4x slot will always be a bottleneck for any gpu's potential.

I would recommend waiting a week till the new nvidia gpus are announced and look if its worth waiting for stock of them to arrive.
It is hard to plan with a wildcard like that in the next few days

It should work. At least on Medium settings. (Probably good enough to run high)

Only you can determine if waiting 6 months is worth it. Zen+ is great right now, Zen2 will be better.
Future proofing isn't a thing. We can only buy things that last a while, then buy more things to last a bit, etc.
Get a Zen+ CPU. Enjoy the rest of 2018 in smooth FPS and rendering style. No sense living with a shitty machine if you don't have to.
