Hey, I had something similar happen to me. I fixed it by replacing my storage devices with a new m.2 and fresh install windows 10. For some reason my other ram module also failed so that is gone, only running 8gb now.

The stutter is like im getting high fps but its like im playing on 25fps and sometimes get the fps its saying im getting. Only the screen not audio.
