Again, I can't stress this enough, make sure your network is properly grounded. This depends on the type of network.
I can't properly explain it, but there are different types of networks, depending on where your ground is located. It's either on your own property, which is usually bad, because you will never achieve a near perfect ground or you got a seperate ground that leads back to your provider, which is what you want. In Germany a lot of homes had to be rewired during the 70s, 80s and 90s to meet those specifications and that for a good reason. I can imagine that if you still have ELCBs in place, that this is not the case. It might seem trivial, but I feel obligated to at least point you in the right direction.
In Germany they're called TN and TT System.
TT = old and bad
TN = new and good
Also important side note:

Well... I'd suggest you replace the entire ELCB and also check your electrical network while you're at it.
ELCBs have been replaced since the 60s in Germany for a good reason and depending on your electrical network, they might not work at all.
So yeah, at least install that surge protector.

That's good then!
In that case you don't need a surge protector. Good PC power supplies are already protected against over- and undervoltage.
Most other devices should be protected too and if they're not, more often than not, the MCB will take care of it.
But that doesn't mean that additional safety precautions aren't a good idea!

I'd definitely wait. Even if supply of new cards isn't great, prices for older cards will probably drop when budget Ampere/Navi2 launch in the coming month(s).

Yes, but you should do a better job cable managing it to prevent that. Space cables away from the 24 pin as it's by far the thickest bundle you have to deal with.

As far as I know, you don't. If it runs stable at that speed then you're good, its better to run things at the minimum stable voltage. More voltage means more power consumption and more heat. Only other thing I think you could adjust is the timings if you feel like researching how to do it properly.

The 1660 will consume up to around 135w in games. Your processor won't get close to 100w.
As crappy/budget as that power supply model is, it's not gonna be stressed or overworked by 250 watts of load, barely 50% of its advertised output power.
If the power supply still works and there's no reason to replace it (like failing fan, or random crashes/reboots you can blame psu on), stay with this power supply until you upgrade to another system.

I use a 450w PSU for an overclock R5 3600(4.4GHz) and a 5700XT.

Afaik you can't on the tx, but your system won't consume more than 250w at worst.

I'm not sure how prices are where you live..
but with that budget you can probably get a tx550m or a focus gm or a pure power 11 500w.
if prices are crap, a cx550/450 are more than enough.

This power supply has enough juice, and this would get you by, but I sure wouldn't trust it long term.

Sorry for the late reply -- been a bit busy.
Yep, that case includes a cutout in the motherboard tray for installing coolers.
I'm not seeing anything strictly better for the price than the H410R and it's plenty for cooling so it's a good option.
