Why is it downclocking at 65°C? Never seen that with my 3700X. Normally downclocking happens at 95°C.

Nothing to do with temps. It just hit the PPT limit as the Small FFT test required quite a bit of power.
 
On Cinebench R20, it maintained roughly 4GHz whilst at the 88W PPT limit.

I could be wrong 
But since it's prime 95 with AVX 
I would assume it is the AVX offset 
Again I could be wrong as I don't know D13H4RD's setup.

The is no AVX offset on AMD. That is just an Intel thing. However AVX instructions use a lot of power so you may be hitting PPT which will reduce the boost, achieving a similar looking result, but only if that limit is hit.

FWIW, on Prime95's SmallFFT test, my 3700X peaked at around 65 degrees before the CPU downclocked to base, maintaining 63 degrees without much noise.
 
In actual use, that's the temps I got mostly because my CPU was boosting more. The cooler is a Dark Rock 4 non-Pro

80 degrees is not really bad if we're talking about lifetime. It may impact how well your CPU boosts but it shouldn't cause a CPU to have a reduced lifespan in any noticeable degree throughout its useful life.

It is a "Stresstest" after all. Almost no real-world task will have such an impact on your CPU. If it stays below 80°C while gaming youre good. Quick and high temp spikes are pretty normal with ryzen. These spikes happen with my Nocuta NH-D15 aswell.

80c is normal especially considering it was under a stress test 
Which is a load that your cpu won't hit in a a casual load

Use ddu ( display driver uninstaller) to uninstall all the drivers and install them again

I see no reason for you to. Last I checked the AMD driver keeps itself updated pretty well. Re-installing it would only be worthwhile if you have issues, which you shouldn't.

The GPU usage image i added before is false and it turns out that my GPU was completely fine.
There was a setting called "Enable unified GPU usage monitoring" which had to be enabled in MSI afterburner to display the true GPU usage.
 
BUT, the faster and more ram did significantly improve performance.

Sometimes being 99% of the way there means that you're 0% of the way there. That's why reseating of various components is the very first go-to when diagnosing boot issues. It's fairly common that reseating "X" can resolve issues.

There may also be some other factors, like one of the sticks being made with memory chips with higher overclocking potential (ex samsung x die vs micron/hynix chips)
but most likely it's just a different price due to the skus imported at different times (different exchange rate, whatever)

they probably don't manually track the stock and demand of every item, there's some automatic components to inventory tracking that go into price. doesn't always make sense.

The cpu was running at 4.2ghz 1.3v out of the box , and the cooler was going crazy so i disabled precision boost and precision boost overdrive which fixed the issue, those automatically boost all of your cores to 4.2ghz , ill have it off until i get a new cooler.
Well im glad that we found out that the ram is the issue , although i knew ryzen enjoys fast ram i still cheaped out on it. My bad i guess.

While technically you could do that, the spec officially only allows for up to 300 watts of power. If you go beyond that, you can't brand your device with the official PCIe logo. Though looking into this more, PCIe 4.0 bumps up how much external cables can take.

The PCIe standard doesn't limit power consumption. You just add more power connectors as needed.
 
The limit is simply being able to cool a reasonably sized graphics card without ridiculous noise.

Power consumption over time has increased up until about 2010, where it basically flatlined because the PCIe standard only allows for so much power to be drawn and that hasn't updated. Not that it needs to anyway.

No, not even nearly. Performance-per-watt is higher, but manufacturers design their cards to target similar range of wattages as always. Look at e.g. RTX 2080Ti -- it has a TDP of 250W.
