    Your laptop uses a Igpu, that is integrated in the CPU, it doesn't have its own ram, it is using your 8gb of ram at least a a little of it. So it takes a little ram away that you cannot use. 
     
     
    You can set the amount of ram usage yourself. Regestry entry. 
     
     
    But to be honest it is a weird amount of usage. 
     
    Could you please give us the model number of your laptop as well as your system specs as well as screenshot of your system 
     
    Use dxdiag for it, just type it into your start menu, say no and it is opening another window  Because I don't know where your screenshot is coming from

    So if someone dropped a cpu and chipped the corner how had is it? I know in videos they assign pci slots to different vms can i do the same on the cpu? or a way to assign pci slots to a controler?
    Its a LGA 1151 i5 6400

    yeah, that's all beyond me it seams a lot easier to just keep things off line. I don't need access outside at this point so I'm not worried. if I ever grow to where I'm manufacturing off premises ill have to figure something out.

    For just file transfer over gigabit, no impact. 
     
    Technically speaking the lowest chip you could get away with on a modern OS from Intel would be a Pentium D.
    You can get a motherboard for about $20, and a CPU for about $7-8. A newer Core series is far better value though, and DDR3/DDR4 will make a big difference. 
     
    This is where the real question is. The fact you want to record IP cameras can be the difference here in getting a stronger CPU if you're going to be running DVR Software. Theres a big difference between having a dedicated DVR just writing to storage, vs running a software DVR on the server. You'll need to check the recommended specs for the software you're using.

    they will run at what you set them in bios and what will be stable for both.
    get the 3200 c16 and it will all runt at 3200 c16 and you'll be fine

    That's fine. My understanding is that 3400vs3200 is not noticable on Intel as it would be with AMD?     Might look into changing platforms down the road if Intel's continues to be stagnant. I know there's talk of new CPUs for 2020 just hope they stick to the same sockets

    Honestly my favorite lense has to be my f2 70-200 it's a tamron and I got it used from B&H for $540usd it's not the newest model but it's a gen 2 so it's is,usm but ideally any prime lense should offer good photos.

    This was exactly what I had in mind.
     
    I already have dedicated PCI SATA cards. Non sas non raid. That I've used in other servers to add CD-ROM or hard drives.
     
    I don't honestly know. I was pretty much going to cut two of the chassis in half just leaving the drive trays and the backbone and some room for this power supply and PCI card. The TR4 tape tray. It's already pretty small. I wanted to avoid having 16 or 18 wires running out of the back of one server. If it was done with a riser via USB I could simply add dedicated ports on the back of the chassis and run one USB wire to each aditional enclosure. Instead of needing between 2 and 8 SATA cables per enclosure.

    Oh, I'm not a company with employees, I have a few different machines printers mills and I'm looking at a lathe. I like to do a lot of diy and prototype things just because I can ... Each machine uses CNC controle software so instead of buying license for each item. I was hoping to make the one go further...   I have extra PC's laying around but I don't really wanna spend $1k on software instread of just moving the same tower to each machine when I go to use it...
