    Getting a Z390 motherboard isn't really an upgrade, the only difference is that you get support for USB 3.1 gen 2x1. If you want to upgrade past that you'll need a new cpu as well.  Also you won't need a new motherboard for the 3070. It will run fine on the motherboard you already have.

    it would be a negligible difference, if even noticeable imo. i would stick with current build, should run very well.
     
    edit: though you meant 10th gen, definitely no real difference with z390 imo.

    Most likely yes, depending on the model and the rest of your system.

    If the FPS is locked to 60, then that explains it.

    Well watch dogs 2 and some other games was made for console and they lazy ported my wd2 was lagging but I just had to disable page file other than that every game runs super good at high ish settings (GTX 1060 3GB)

    yeah with wd2 it auto detected very high for most settings but in dense areas i drop down to like 40-60 fps at almost all low.
    ac2 i wont write off as there was some limiter capping it at 60 but still it wasnt stable. acb needed an initial boot then restart to get stable and higher fps. acr wasnt much better either.

    The biggest draws to clawing back framerates in open-world Ubisoft games is to drop draw distance for things like vegetation and enabling certain games' reconstruction techniques for rendering the image itself. 
    Lots of their games are also really heavy on the CPU and like Intel CPUs, so beware with that.

    This is the first im hearing about poorly optimized games from ubisoft. I play a ton of them (on a gtx 1070) and have always had reasonable frame rates.

    way before Denuvo was used, Ubisoft is known for very bad optimize and incredible amount of bugs

    2. Broad, open game areas with good looking scenes and a lot of AI controlled things like weather, time, NPC etc
     
    3. ultra settings effectively makes the game render at 1440p and scale it back down to 1080p. You cant see most of the extra detail, but it is rendered anyway
     
    I dont think it's 'poorly-optimized' for the amount of work needed to make their games work like they now do, but I agree that they arent 'well-optimized' either.

    its not a problem to fix lol. it's completely normal, you can try setting the fan curve to something higher to overpower the coil whine noise.

    The only ways to really get rid of it are to put some kind of sound dampening in your case or to run your game at lower settings, not really ideal. Unfortunately there are not really any ideal solutions to get rid of it

    Sometimes people change power suppllies and it goes away, but it's completely random and not something you can just fix.

    Hey guys, 
    yesterday I bought my new Rx 5700 xt but today I noticed a coil whine, while gaming and in the desktop when I use my mouse. My question is, if there is a possibility to fix it or if it can go away by itself? It’s not so loud but you can hear it and when you hear it it annoys you. Do you have the same issue? Or do you know how to fix it? Thank you.

    Depends on the game. I don’t mind capping the framerate on any slower paced game because even though I may get some extra input latency, it’s not that noticeable and doesn’t matter in those applications.
     
    If I play competitively though, uncapped for the obvious reason of wanting as little latency as possible.

    I generally cap it to lower GPU temps when I can afford it.

    Depends on your display. If it's 60Hz i wouldn't cap because even on a 60Hz monitor you will benefit from more fps in terms of input lag. But if you're gaming at 120Hz or 144Hz I'd cap it because it's recommended with G-Sync and FreeSync and in terms of unput lag you won't really notice a difference between 144Hz and higher.

    I usually leave mine uncapped for the most part. I'm also running 3440x1440, so reaching my monitors 144hz is basically not going to happen. And on the rare occasion I've surpassed 144fps, I've never had an issue.

    depends in alot of factors
    - game optimize, if the game fps is unstable
    - sudden drop in fps may feel laggy 
    - vsync / gsync etc
    - leaving gpu headroom for unexpected stuff

    I use vsync because I hate tearing, so capped for me
