    Intel's 14nm is for sure more robust than the 7nm process used in AMD's latest offerings, so it's the other way around - the "max safe" voltage for Intel would be higher than the one for AMD CPUs, at this point in time. 1.4-1.45V should be safe for long term use with Comet Lake; it's just that it'll probably be really hard to cool at that point.

    Disable MCE in your motherboard's BIOS, or revert any manual overclocking you might've done. Your 10700K hitting 5.2GHz and pulling upwards of 220W is clearly not stock behaviour. Also, I'd suggest using HWiNFO64 as opposed to HWMonitor. It tends to give out much more accurate readings in general.

    3200 CL16 should result in about the same latency as 3600 CL18. Sure, the 3600 kit might do a little better in terms of bandwidth, but it's nothing you'll actually notice in the real world. Go with the cheaper kit.
