what do you expect? Without using RTX features, the 2080's DX11 performance is just 1080Ti level, and only a bit better than 1080ti in DX12 and Vulkan.

Sounds like a hard drive filling up, some bloatware or programs you've forgotten about still kicking around. Are you making sure to manage background processes?

That is a good idea if I had the room... I am a college student, and this is my final build before I move out and stop receiving financial padding from my parents. Not only do I want a system that takes up as little space as possible (hence Mini ITX), I want one that can last me 6 or so years even if that means I need to take the NAS offline to improve performance. That is why I wanted to go as overkill as I could reasonably afford now, as this build will see me through the rest of my schooling.

I do greatly appreciate your, and @SpookyCitrus' help, as simply thinking through it a little deeper helped my build make much more sense. I will be on the hunt for a 380T for the better cooling, and see what Zen 2 has to bring! (Though, this would more or less ruin any chance at hackintoshing. But, given my plans for Unraid this seemed unlikely anyways as I don't think Unraid hackintoshing is a thing).

Solution is simple, KISS and be patient

Yeah definitely don't trust the bottleneck calculator, it's far too general to the point of being inaccurate.

ryzen 3/ intel 3 or some used cpu.
Stock cooler, or aftermarket if you want less noise.
Just the one thing you don't cheap out on is the PSU for reliability's sake.

You don't lay your hand on your fucking kids, plain and simple.

Though to us it sounds absurd, the mind of a child is far more active emotionally as well as creatively. This means childhood memories are seen through the light of a child, not through that of logic. That means whats good is extra-good, and what's bad is extra-bad.

So, screaming at and spanking a child is really fucking scary to the child, even though through logic it is simple punishment. I was never hit as a child, not while in the stage mentioned above. And thank god I wasn't, because the bad memories i have of my childhood are far darker than they are if I think logically.

My fiancee was beaten during this stage, by beating I mean anything from spanking to actual permanent damage, and it traumatized her beyond description. To this very day so much as a raise of voice will frighten her to the point of tears, god forbid somebody hit her (even on accident).

I frequently intern with a pediatrician, and we have personally called CPS on the parents of children with marks the parent cannot explain. Most if not all cases, it is found there is a pattern of emotional or physical abuse in the home.

If you spank your children, hit your children in any way, or raise your voice to the point of fear at your child/children I sure as hell hope you burn for it.

well the pcie bandwidth doubles every generation, so about half on pcie 2.0 and quater on 1.0

This is a x4 card, but you can cut it to fit at x1.

Just saying, nvme drives won't boot on many older boards.

use pcpartpicker, it will be a lot cheaper. also, get a 2700x, its much cheaper, and can be better than a 9700k.
also, you can fit a 2080 in that budget, and get different ram, etc.

Regardless of the bandwidth issue, crossfire is not recommended. Like with SLI, you'll get crappy performance in any games that aren't optimized for it, which is most games. Instead if buying two 570s, buy a single 980 Ti, a 1070, or a 1660. You'll get steady good performance.

Mojave always looks flashiest to macOS people. Spend the money to upgrade to 8GB RAM and you would have a perfectly fine usable daily machine! I edit on a 2008 Macbook with very similar specs
