For the CPu the 3600 do fine. althought the cou gonna affect the gaming performance but only a little. the rest its up to GPU. especially when you are going above 60FPS the frame fluctuation wouldn't be that difference since you are paying for RTX. and 2080 is more than enough. the TI version its just marketing trap

your son basically asking for Gaming PC. ryzen 7? rx590? that is a too strong man.
im using 700$ laptop which has i5 8250u 3.4Ghz and 8Gigs of ram can do it fine. although 16GB is recommended for making it very smooth. about i5/i7 is depended on the version itself. if its U version like the thin and light portable laptop it won't create much difference. my i5 8250u Vs i7 8565U only makes around 11% performance difference. and for me its not worth to have i7 on a laptop for the price.

well dpeend on what you are using. if you want to game then you can upgrade to 580 with little bottleneck. want workstation you may get the 2600.

Oh yes the i7 5960X is basically a R7 1800X but with Ring Bus so better gaming, no particularly need to upgrade it.
A RTX 2080 will be a gigantic step up from the old GTX 980.

yeah the PSU isnt find. try to get at least 550W or 450W is fine but 0-ish be better. since you are playing light gaming dont bother Upgrading GPu just upgrade ram to 16GB. i always recommend 16GB for any kind of editing even if its light.
so RAM.SSD and PSU.
you can get team-Vulcan 16Gb for around 40-60$ and Corsair CX 2017 Grey 550W 80+ Bronze sounds good

if you want to go with APU the go with 2200G, since you are going with DGPU, 2400gor 3400G will not be worth it at all. especially looking at the workstation itself. and the athlon really sucks performing same with the Pentium Gold or perhaps silver.
your first preference about 5 1600. asroc pro 4 and gskil ram was good. but i highly recommend 2600 since ryzen2nd gen its far better than the first gen. the mobo was fine it was decent tho. why don't you check the Team-Vulcan for cheaper ram price? and tbh single ram cut your gaming performance by 20/30% just reminding

probably the best advice. i agree that 3900X gives you better value for the multi-thread power. and 850W is too mucch but not overkill. 650-750 Watt would be enough Crucial and intel 660P is kinda cheaper and has good value out here. many peole use it for their build

Have in mind the AMD one is not displaying the price on motherboard and memory.
Both builds are fine and should perform on pair with one another, with the 9900K outpacing the 3900X in gaming and programs that benefits from single thread performance and low core latency of Ring Bus and the 3900X outpacing the 9900K on very multi-threaded applications and raw multi-tasking.
One thing I'd notice is that you don't really need 850W for either so I'd much rather have the highest end 650w unit you can afford.
Another thing to consider is the storage, there is no point on overspending so much money on two 1TB 970 Evo's this is a terrible money management, just pick a good boot drive like a MX500 250gb and for storage a 2TB Intel 660p or 2TB Crucial P1, you'll have on pair performance for cheaper and will leave a M.2 expansion slot free for future upgrades on storage.
Aesthetic wise I don't really care for it so I can't help you out there [:
