Can I clean the inside of the heatsink with soap, water, and a sponge after blow it with a dust blower and wipe the dust on the outside with a brush? Cooler is Noctua NH D15 S.

Go to settings icon wrench> fan tab > tick enable user defined control. Your GPU need to clean from dust and a new thermal compound. Either dust or dry thermal compound.

Microsoft did say that the data collected was not personally identifiable yet the Dutch DPA found that this was incorrect, they may say that they collect certain data however trusting them at this point would be naïve.

I do agree that Microsoft should really have an option to disable all gaming components for none-gaming PCs, but they don't so you will just be fighting a losing battle trying to do so.

It used to be that feedback would lead to things being fixed and that more was almost always better. Today Microsoft pretty much forces us to use an online account (timeline offline - 1 day, with Microsoft account -30 days) while every update causes havoc, pain and frustration. I am just curious is it normal for LAN LED( Activity LED and Speed LED ) stay on when PC is shut down. My LAN Activity LED is Orange and Speed LED is orange when PC is off.
