I think it is a browser issue edge was extremely bad (go figure) but it was fixed with Mozilla fire fox. Anyone have any thoughts why ?

1. THE PROBLEM Hi I just started to notice 2 days ago that when am watching videos my computer starts to stutter(not a lot of stuttering it will just lurch every once in a while when moving fast) when I move a page around. I watch a lot of Netflix and hulu on my computer and i have never seen this before. I also watch videos when I am playing games, and started to notice the stutter as i am playing. It will not stutter though if i close the browser. 2. WHAT I HAVE Computer: I7 8700k( not over clocked; air cooled with noctua nh-15 with idle temp at 30c average and with average 44c under-load) gtx 1080 TI gigabyte( idle temp at 33c average and 62c average under-load) 32gb of tridentz 3200mhz (cam is saying it is currently at 2133.44mhz) Setup: internet setup through Ethernet download is on average 250mb upload 11.2mb latency 11 but in game it is saying around 45-50 3 monitors 23in curved 144hz msi, 27in 60hz isp hp, and old dell 19in New in the past few days: old 19in dell monitor new keyboard 3. WHAT I HAVE DONE I have unplugged the old dell monitor. I have reset my internet I have restarted by computer I have updated drivers I have tried different browsers

Hi every one I need some help on making the right computer for photo editing and light gaming. The color scheme is black and blue and my budget for the build is a hard $2,400. Right now I am using a laptop to do every thing on. For my new computer I am planing on having 2 monitors, because I am usually watching videos while I am editing and playing games. Right now I use my phone as my second screen to watch videos. I have no preference on intel or amd. The total that I have on newegg right now is $2154.88.
