    that's normal on some boards....some only have a 3 pin header

    still not a good idea though...actually fried a strip of mine once when I plugged it into a fan header instead of a rgb header by accident

    u can't connect rgb strips to fan headers as LIGISTX said

    a 3 pin and 4 pin can both regulate their speed so yes u can Yes u can use different fans/controllers. U would have to have to have different apps though I think.
