got annoyed before with their data recovery stuff as I needed it once....never again, ended up thankfully finding a backup as they had it locked behind a paywall yet pretend it's free

that process is usually when windows defender (the built in antivirus in windows decides to run a virus scan)

sometimes after you have a cpu at high load it takes a while to drop back down again I've found
usually it's a process called system interrupts that seems to have high usage for a bit
the disc player won't make your pc go slower btw
I have a usb one connected to my pc even and it's never made it run slower and I've had internal ones hooked up many times
did you wait a few minutes after restarting
windows often has tasks that run when you first start a pc that can make it go to 100% for about 5 minutes sometimes
sometimes even when you run a benchmark the usage will take a few minutes to go down
you need to have it connected to a network first
the profile bascilly tells windows whether network it is connected is private or public (the adapter doesn't really decide that iirc)
