    Family pc had a core 2 quad q9200 paired with an 8800gt. My first pc had an i3 6100 with an R9 390.

    Did you take the sticker off the block if there was one? If the pump is running and there's thermal paste there shouldn't be any issues.

    all the makers aren't bad, I've ran ASUS, PNY, XFX, and some old AMD only brands. 
    I ran my asus 970 for almost 3 years balls to the walls and it was fine. The PNY is a 9800GTX+ the AMD brand I can't remember is on a hd 5770 both those have been running for half a decade or more. 
    Just look and see if lots of people are having issues with that model before you buy.

    "Reflowing" with a heat gun or oven is total BS. See LTT and Louis Rossmann videos below. I'd say recycle the card, get a 1050Ti or similar.

    You could drop the power limit to like 50%, but it's probably just gone

    Welcome to the forums.

    New computers will often have a a sort of plasticy smell when they are brand new. It may be more noticeable once the system is running and the components warm up for the first time.

    Are you sure it's a burning smell coming from the PSU? Turn it off and put your nose up close to where the PSU is at the rear and see if the smell is coming from the PSU. It would normally be a very distinct and strong smell if it's burning electronics. Should also be relatively easy to track the smell to its source, as it will be a noticeably stronger smell at the source.
     
    Obviously I can't smell what you smell, so use your best judgement and if you're concerned then power down the machine and cease using it.
    If you're concerned, give Corsair customer support a phone call and describe the issue to them.
