i currently have a gtx 1660 ryzen 5 2600x 8gb ram, my psu is only 430w and i get bad gpu usage 50-80% is this the game or the psu please help

should i should i get like a i3 4160 or upgrade to a ryzen 3 1200 or g4560?

my hard drive is on windows 8.1 and will not upgrade to windows 10. can i put windows 10 on a ssd and have it boot on windows 10 with the hard drive (please involve any method that doesn't risk wiping the hard drive please and thank you)

Hello, I just got a sapphire nitro (non +) rx 470 4gb and i go to the amd drivers page and i download the latest drivers. I download it restart my pc and than it says that there is no graphics card installed please help me. (btw i am in windows 8.1)
