Not really? Can't comment for your country specifically of course but here (also Europe) it isn't.
Well the simplest method is removing all apps and processes that aren't strictly needed for PI Hole to remain running. You might want to try a custom rom that is as close to AOSP as possible so you are sure you aren't dealing with manufacture bloat.
If you happen to start the process from a commandline within android (not within a container) you can give nice a go which is a linux shell utility to change the priority of an application. Negative values mean higher priority so something like
nice -n -20 piStartUpCommand
I am going to guess Termux or through something like Linux Deploy? I dunno but generally why not include that info in the first place? Obviously people might be interested 🙂

So I tried my internet speed and the upload speed is perfect (50MBs),but my download is 30MBs.This happens only when I'm connecting wirelessly. My wired connection has no problem at all (90MBs Download and 50MBs Upload) I'm using TL-WR740ND.

I've bought 1050 ti in march 2018 and the experience was pretty good, than with a few nvidia driver updates and a few new games I'm running every game in 1080p in 60fps but with the lowest settings except the resolution, so it got me thinking should it be possible to flash the card to 1650. I know it might sound stupid and is there any way to increase the performance without upgrading the graphics card (i've already overclocked it to the limits).

Have you installed any new hardware? Have you done a system file scan? DISM healtcheck? Disk check? Malware scan? Cleaned out temp files and check how much space there is left on your primary drive? Loaded the system in to selective start up to see if it is a running program in the background flooding your machine with interrupt requests?Might be some Errors listed in the event viewer too that might be helpful too.

Dont see why people are shooting OP down considering they know not what experience OP will gain or how much fun it would be to do such a thing...
Personally im considering buying a peltier and a 1150-1155 motherboard and cpu + some ram and have at it for the hell of it, bare in mind i used to run Peltier on Amd k6 chip back in the day (chipped the chip and broke the cpu unfortunatly ;( ) , after that i used a Vapochill system which was very very nice, to bad they went out of production because they where extremly nice to use..
So as i said at the top , Go for it OP smash the record barrier, once your comfortable you might want to get a newer system and go full on Water

You may be able to run Windows on a phone, but emulating x86(_64) hardware on x86(_64) is slow enough, even with hardware virtualization!
x86(_64) on ARM will be very slow since it doesn't have hardware virtualization and will have to rely entirely on software virtualization;
It probably won't even be fast enough to run the installer, let alone do any form of gaming!
If you still insist on running Windows on your phone for educational purposes (e.g. learning about the boot process, etc.); make sure your emulated CPU architecture is the same as your Windows disk image (i.e. Do not mix x86 CPU type with an x86_64 ISO)

Without the proper hardware and software, virtualization on PCs is not a smooth solution and is not good enough for gaming.
