also the prices of the gpu here in the Philippines is way high and nobody sells their used gpu. I wanna buy a gtx 960 however nobody sells that kind of gpu near me also I have a tight budget

what graphics card do I buy to improve the performance of my dell optiplex 980 that won't be that expensive because here in the Philippines the prices were way up high also that won't be a problem with my huge cpu heatsink

Please help. I am trying to upgrade my windows 7 computers namely the dell optiplex 960, 980 and 990 to Windows 10 however it doesn't work. Do anyone here knows how to do it?
