    I'd say you're hitting the maximum of what your PSU can handle, given that the minimum requirements for that GPU is a 500-550 watt PSU. Perhaps the sudden burst of power to the GPU when the graphics benchmark kicks in knocks out the power supply? I would test my system with a beefier PSU before suspecting component failure.

    According to a PSU calculator that I fed your approximate setup into, it's recommended that the minimum wattage should be close to 500 watts. It's probably a good idea to go at least 50 watts above the maximum power consumption of your system when choosing a new supply, maybe more if you're looking to OC.
    You could try underclocking/lowering the voltages of your CPU/GPU to decrease consumption if you feel adventurous, but I see it as risky business tampering with my main rig if not experienced.
    I've heard good things about Corsair's supplies, and I'm quite satisfied with mine. It's worth putting some extra cash into, PSU's often have a longer life than most other components.
    Maybe a shop near you has a time period(14 days or so?) where you can return the unit if the problem persists and get your money back? Good luck!

    It's weird that the problem still persists when using USB audio devices, as the internal sound card only provides audio to the laptop's speakers and to any direct audio I/O, and USB devices generally have their own sound cards. I once accidentally killed a sound card completely on a motherboard, but still had audio from both the HDMI on the video card, and the USB audio device. 
    Does the problem appear while the laptop is unplugged from the charger, using the battery for power? 
     
    Could also be a worn 3.5 mm jack port, and the computer is "tricked" into thinking something is connected to the port. Sorry for the bad explanation.

    I would avoid warranty stuff unless a main component dies. 
     
    Here's a tutorial for cleaning the fans, and it also serves as a fan replacement tutorial.
     
    Seems like it's a couple of screws to get the bottom lid off, then a couple of screws on the fan itself to release it. Try to reseat the connection, it could be a loose connection if the fan suddenly died. 
     
    A new fan doesn't seem to be expensive on eBay. 
     
    Important: Make sure the same screw goes back in the same hole when reassembling, especially if there are different sizes and lengths on the screws.

    Thank you so much for finding that video! I for some reason could only find other MSI laptops on Youtube. When I had the bottom cover off I thought the heat pipes went through the fan so I would have to take off the whole cooling system but it looks to be much easier than that. I'll be sure to try and replace it myself now!

    These kinds of problems are icky. Since it freezes both in the BIOS and OS, drivers and software issues in OS are out of the picture. 
     
    First of all, make sure your BIOS is updated to the latest version: https://www.asrock.com/MB/Intel/Z370M-ITXac/index.asp#BIOS
     
    As stixx310 implied, I would start out by eliminating possible problem sources.
     
    Remove the 1080 Ti carefully from the case, store it in a safe place, then run the computer on the internal graphics to see if it still freezes up. If it still happens, you have eliminated the GPU as a problem source. You should be able to run simple games on the integrated graphics. In addition to loosening the bracket from the case, there is a little lever you have to press down the release the card from the PCI-E slot. It should then come out using minimal pulling force. Make sure to handle the card mainly by holding onto the bracket and cooler part of the card (play the "PCB is lava" game).
     
    If problem persists, leave the 1080 Ti out of the computer, and move onto the memory sticks. What you should do is test them one at a time, leaving one disconnected. Read the manual for the motherboard for placing the memory in the correct slots, as this can vary between different motherboards. On this board, though, you can't go wrong with the placement of the sticks, since it only has two slots. If one of the sticks is causing the problems, reinstall the graphics card and the working memory stick, and file a complaint to the company you ordered the RAM from. 
     
    Another source of problem I can think of is the SSD, but still, it has nothing to do with the BIOS, so. A defective PSU can cause all sorts of problems, but from my experience, it's rare.

    A little over two weeks ago, my wife and I lost our second son to a miscarriage. This build is to honor him. It is a Lian Li PC-O11 Dynamic White with all white fans. The fans have a halo looking effect to me, so I feel it's fitting to honor our angel son with this build.
     
    Enjoy.
     
    The first picture is the old build that I did 6+ years ago. I was new to building pcs and I had never heard of cable management...lol.
     
    The second picture is from the Friday after the miscarriage. I only had 5 of the fans and the AIO had not yet been purchased.
     
    The last picture is from tonight. I am not 100% satisfied with the end result, but I know I will be switching out the mobo/cpu/ram in a few months time when Ryzen 3000 comes out.
     
    It's not perfect, but it's mine.

    If you have access to another PC or Mac (doesn't need to be decent, just needs to have a USB port and internet access), try creating a bootable Ubuntu drive. This should indicate that either
     
    a) if it boots and everything works fine, then your Windows installation is screwed and you'll probably need to reinstall
    or
    b) if Ubuntu fails to boot to the live desktop, that there's a hardware failure that's occurred with your PC.
     
    As for how to create a live Ubuntu USB, here are some resources:

    Oh, so you've gotten to the Windows recovery environment (like the image attached below)? Load into safe mode and see if you get video there.

    Hey sorry for the late reply I gave up for the night and went to bed, the commands didn't work so I just wiped the ssd and am now reinstalling windows tysm for the help honestly I'd still be lost without you

    What GPU do you have? Ryzen 1200 doesn't have an iGPU in it so you need a dedicated GPU to get output.
     
     
    Edit:
    To further clarify, the motherboard does have output but that's meant for the 2200G and 2400G CPUs which do have an integrated GPU (and would require a BIOS update)
