    Idk about os, debloat windows 10 tho as itll run like crap on anything old, 4gb ram, and hdd
     
    Maybe get windows 7 or 8.1, or maybe you would like the penguin os though im not sure
     
    I think itll be fine as long as temps arent too high

    Not Windows 7, as it's out of support and has known unpatched security vulnerabilities. 8.1 is alright but was not designed for desktop.
    W10 should be fine enough partly due to the SSD. I wouldn't recommend Linux here as Linux Steam gaming still isn't perfect.

    OP, I'd get more RAM if possible. 4GB is fine, but 8GB will make your experience better.

    so basically an intel CPU with a top end motherboard and too much RAM
    or AMD CPU with a shit ass low end board and only 8GB RAM...
    I pick the intel kit all day long.

    Interesting thought. Memory bandwidth with DDR3 4 channel vs DDR4 2 Channel is similar enough. If you get a good enough cooler the 3960X will be able to beat the 1600X's IPC with raw clocks. However the AM4 platform will have far better upgradability with Zen 2/Ryzen 3000 coming within the next couple months. Best you can get on X79 is the Xeon e5 1680 which is 8C 16T but resellers charge way too damn much for how old they are but they are overclockable on x79 using multiplier unlike the e5 2000 xeons.
     
    With price being equal I would go for the 1600x solely for upgradability or "Future proofing"
     
    If you want, would be a good idea to look a tech yes city's comparison betwee the 2700X, 1680, and 9900K. Knock a couple cores off of each and you have a fairly good idea where 1600X vs 3960X lie.

    to actually answer the question unlike @Earnist_  yes. its task manager being task manager, so it is a bug. CPUz is more accurate.

    You'll need an active cable for that. They're a bit more expensive
