Um,dang I have no idea on how to build a server let me check out LTT Oh here's an idea in Johannesburg theres a ton of VR studios running GTX 1060s and 1070s for VR environments so how about you build 2 VR ready PCs and 4 core i7 PCs with steam installed as well as nvidias Geforce experience or whatever software to stream gaming to your mobile device that has steam installed and you're all set Sorry forgot to mention buying VR headsets

No need to be concerned,this happened all the time on my PC that it would randomly view errors in Bluescreen view on Windows 7 since I noticed that you still use that is cause of the "aero" effect

Where did you get your gpu?coz a normal GTX 1070 doesn't stutter on CS: GO and if it's not your gpu then it's probably your monitor

OK,um bru I'm outta things...wait your motherboard,is your nvme ssd your boot drive coz if it is then maybe your motherboard might only see it as a storage drive
