Will it be enough to also play 4K video files in various formats out there?

Hi, I want to buy a pc and a 60-65'' 4k smart TV for my living room. PC will be connected to the tv only. I'll use it for watching 4k content online but also I want to have a blu ray drive to watch 4k UltraHD movies on blu ray. Other than that I'll use it mainly for web browsing, very little gaming if any. It needs to have wifi. I also want it to be quiet (but no water cooling). I already have keyboard and mouse. Budget is around $1000 for the pc $1400 for the tv. Thanks!
