Get a good used B350 board (or new B450 board but imo the value proposition isnt there for ryzen 1st gen) and buy a fan hub that supports the RGB protocol (asus aurasync, Gigabyte RGB fusion, etc) of your RGB fans.

Well what is your gpu load look like? If its at not 100% then you have an issue. If its at 100% then you need to make sure the settings didn't change when you change gpus. I know that happens with nvidia cards alot. Other thing to do is use the program display driver Uninstaller to install the graphics drivers and then reinstall them as you previously had a 1660 and now have a 3080.

Yes,I did check that your motherboard vrm is good (16 phase is enough to run any consumer cpu in its stock settings)but when I saw those voltage your picture I was doubtfull.And I agree that it might be bios issue which totally forgot to mention.Stupid me.

You're making life way too difficult for yourself, especially now that the curve optimizer exists. Ryzen since Zen 2 OCs very poorly, and it's generally not worth your time, especially since you're trading boost and the subsequent single core perf.
AMDs Precision Boost is actually very effective on its own, and can do almost always do better than you can with a manual all core OC. All it needs is power and thermal headroom to shoot to the moon.
As such, the best thing you can do is undervolt it. Undervolting Ryzen used to be a pain, though, because it needs such variable amounts of voltage depending on how hard it's working and how many cores are involved. That's where the curve optimizer comes in. Each step is a variable amount of voltage offset, which allows the chip to use more voltage when it actually needs it and less when it doesn't. That flexibility makes it highly stable at lower overall voltage, which then gives it more room to boost within power and thermal limits.
Long and short, just set PBO to manual, power limits to disabled, offset negative, and enter as many steps as you can stably handle, up to 30. You can also set this per CCX or per core, if you can't get to the full 30 all core. Once you get that done, and you're stable, go back and enter the power limits manually, since disabled still ironically works within the default PBO limits. You should tweak PPT (165-185W), TDC (115-125A), and EDC (150-170A). The chip can run exceptionally hot at the higher end, so you'll need really good cooling.

Most likely software related, if it was a hardware problem you probrably woudn't have gotten it to install anything in the first place.
So...
First question I have is are you trying to install Windows with an overclock to the machine applied?
If so, set it ALL back to stock/defaults and try again.
However I will suggest in this case to drop your RAM speed down to about 3000/3200 instead of 3600 and see if that does it. Let it complete whatever it needs to and finalize the install before changing anything back.
If it works then you can raise RAM speeds back to 3600 no prob but if there is an issue with it not wanting to run your sticks at 3600 it will show.

This is my guess,Motherboard might not have the capability to run 5950x to its full potential.May be vrm heating issue or something.

if you have the slim chance that your GPU is on an MXM modue, there is a slim chance you can find a better GPU on an MXM module that is physically compatible with your laptop.

I only considered VRM thermals, which the Master is unlikely to survive 300A output (less and weaker powerstages, so heat output will ramp up faster and higher at that point than the C8H) anyway. I'm not talking about the best OC boards, this list is just to stop people from buying underwhelming boards for their CPUs.

Well, the new bios updates the microcode to version 1.0.0.5 (agesa)
You can read what this update does : AMD Releases AGESA ComboAM4 1.0.0.5 Microcode | TechPowerUp
So if your system takes a long time to boot, you may have ram with micron memory chips and the new bios may speed things up a bit.
The "PCI-Express bus stability and interoperability" seems to be about some people having blue screens with some video cards when the video card tries to save power by switching between various pci-e modes (3.0, 2.0, pci-e x16, pci-e x8) - a user on reddit with a 2070 super says he no longer has random blue screens after update
So if these don't happen to you, then you can probably leave the pc like that, and just use the pc without worrying about it.
Maybe wait a week or two to see if there's no other bios to fix this recently released bios, don't rush to update as soon as something's posted unless you experience problems with the pc.

a320 only has 2 memory slots and less support for high ram frequencies (up to 2933 mhz is usual, when a cpu like 1600 would love 3000-3200 mhz), has minimal usb on the io shield (back of motherboard) and usually has no heatsinks on the vrm circuitry which means if you'll want to buy a more powerful processor in the future, that processor may not run at 100% because it would be slowed down by the vrm overheating (the vrm tells the cpu to reduce its frequencies or turn off some cores temporarily so that it will consume less power and give the vrm time to cool down)
Aim for b450 boards.
B350 boards should also work just fine, but you may have difficulty upgrading in the future to newer processors.
Asrock B450 Pro4 models are very good and cheap.
If those aren't available, gigabyte b450m ds3h is cheap and perfectly fine for a 1600.
Note that B550 boards are gonna launch in a month or so, so B450 boards are gonna be even rarer new in stores, as most manufacturers probably shifted production to make b550 boards.

You don't need more than 650 watts for any system with a single video card. 2 video cards in the future won't be a thing .... you'll sooner have 12v only power supplies or some other power standard before having 2 video cards as a thing. Don't waste your money.
No need to spend on anything higher than Platinum ... the savings in electricity between platinum and titanium are extremely small and you already get very high quality and long warranties with gold and platinum models.
